Invest in the Netherlands' sovereign AI infrastructure.
Cars are built all over the world and everyone wants to drive them, but the Netherlands has no highways for AI yet. AI Mills builds them: AI factories on Dutch soil, 100% Dutch-owned, operating under European law.
Critical digital infrastructure for a future-proof AI economy.
Two revenue layers on one set of GPUs.
Today, GPU capacity fills the factory. From 2027, the AI Mills Marketplace is planned to raise what each GPU earns.
GPU capacity forms the base occupancy of the AI factories. The Marketplace is intended to increase revenue per GPU and the overall return on the infrastructure.
GPU-as-a-Service
Reserving now- Reserved bare metal capacity for enterprises and governments, on three-year terms
- Designed to be largely pre-contracted before a plant goes live: stable, predictable revenue
- The foundational occupancy of every AI factory
- Reserving now at the first location, Leeghwater
AI Mills Marketplace
From 2027- Models and templates first, agents later, offered as a service on the same hardware
- One GPU serves several customers at once: significantly higher margin per GPU
- About 5% of capacity from the third megawatt, growing to 10% and later 15%
- Diversifying services on the same infrastructure
Several smaller AI plants, not one mega data center.
Several smaller plants together are as powerful as one mega data center, but far more flexible: built where energy is abundant, scaled at the pace of the market, and equipped with the latest hardware at each build.
Location 1 Leeghwater · 1 MW
First 1 MW colocated in an existing Dutch data center, starting with a first cluster of 16 racks (860 kW): 256 NVIDIA B300 and 256 NVIDIA RTX PRO 6000 with direct-to-chip liquid cooling. Each plant is designed to be largely pre-contracted by anchor customers before it goes live, for stable and predictable revenue.
10–12 MW, including the first AI Mills-owned location
More colocations and the first modular plants are placed where energy is available or in surplus, without adding to grid congestion. Their size and modularity keep space and permits from becoming the bottleneck.
Around 20 MW a year
Multiple parallel projects, a dual-vendor strategy for servers, pod construction and technical suppliers, and new NVIDIA generations adopted early where possible.

AI infrastructure is critical infrastructure. The Netherlands barely has any.
An AI factory is where companies and governments develop and run AI in their processes. Organisations without AI will fall behind those that use it, in commercial business as much as in healthcare, defence and energy. Yet AI infrastructure at this scale barely exists in the Netherlands, which leaves the country dependent on non-European providers, their legislation and their compliance regimes. An undesirable position, especially under current geopolitical tensions.
Demand for AI compute grows exponentially while Dutch supply is scarce. That scarcity, combined with structural demand, is the investment case. The biggest obstacle is energy and grid congestion, and that is exactly what the AI Mills approach is built around.
Exponentially increasing demand.
Every model trained and every agent deployed consumes GPU capacity.
Scarce sovereign supply.

How AI Mills is structured
AI Mills is a cooperative that owns the GPUs. Members hold voting rights. A separate infrastructure company holds the operational contracts and employs the staff. This separation is deliberately structured to protect investors.
At least 90% of the capital raised is intended for GPUs and infrastructure; no more than 10% may be used for operating costs.
Governance
- Independent audit
- Transparent reporting, annual meetings, digital data room
- Advisory board from the IT sector, academia and government
- Responsible dividend policy
- European jurisdiction; security architecture under European governance
Infrastructure that fits where it stands.
Sustainability
Plants are located where:
- Energy is abundantly available
- No extra network congestion is created
- Spatial integration is responsible
- Environmental impact is assessed beforehand
- Renewable energy from wind and solar is available
- Released heat can be reused by homes and industry
Social
- Lowering the barrier for organisations to join the AI economy
- Addressing societal challenges such as staff shortages and pressure on healthcare
- Digital resilience during crises and geopolitical tensions
- Attracting and retaining AI talent
- Encouraging new businesses and spin-offs
- Creating employment
